Budapest Airport submits proposals to improve noise protection at Ferihegy

BA honours commitment to make formal proposals within 12 months

28 February, 2007. – Budapest Airport today officially submitted 17 detailed proposals for improving Ferihegy’s Noise Protection Programme to the Ministry and Economy and Transport and the Civil Aviation Directorate, honouring a pledge to do so within 12 months.

If approved, the proposals will make a significant improvement to the lives of communities currently impacted by aircraft noise. The proposals include changes to airspace, flight procedures, night flights and airport operations and introduce new noise mitigation measures. Some of the proposals require changes to Government decrees, most require approval from the CAD, and some can be implemented under Budapest Airport’s own authority.

On 1 March, 2006, Budapest Airport wrote to GKM, proposing a 12-month review of noise protection policy at Ferihegy, undertaking to bring in international experts and to consult widely with affected communities, both on the problems of noise and on the proposed solutions.

In cooperation with HungaroControl and with the involvement of experts from the UK’s Civil Aviation Authority and National Air Traffic Services, Budapest Airport carried out a comprehensive examination of airspace and operational issues, and developed noise contours to show the actual noise impacts on communities.

Budapest Airport and HungaroControl also carried out two rounds of public consultations, in summer 2006 and in January and February 2007, held consultations with the main airlines operating at Ferihegy, and held discussions with affected municipalities and civic groups. In total, 19 public noise forums were held, attended by around 1,000 residents.

In September, Budapest Airport and HungaroControl announced the first phase of noise improvements, which were implemented on 29 October 2006. They announced 17 further detailed proposals for the second phase improvements in December 2006, and issued a public consultation on them. The submission today of the 17 detailed proposals to GKM and the CAD formally starts the process of approval for the improvements.

Budapest Airport, HungaroControl and airlines are still working on several further potential improvements, which may be submitted as a third phase of the programme.

Budapest Airport CEO Stewart Wingate said: ”We have honoured our commitment to the Government and to our communities to bring forward real proposals to improve the noise situation at Ferihegy.

“This is the most comprehensive effort to tackle noise ever made at Ferihegy. We believe that a good balance has been struck among the different community and aviation interests and that the proposals we are submitting now will together substantially reduce the aviation noise burdens of affected residents.“
